- Abstract
After several years of development and review, the 12-year Basic Education Curriculum Guidelines were finally published. The new curriculum will be implemented in the academic year of 2019. This wave of curriculum reform has exerted impact on schools and universities and would trigger dramatic change of school teaching. The main concern from the public, however, has been focused on the competency-oriented curriculum, instruction and assessment, course offering and college entrance examinations. The issue-based education has gained relatively less attention. Therefore, this article explores the approaches to implement issuebased education. The conception of integration of issues as well as the features and significance of issue-based education are firstly illuminated. Subsequently, how schools develop issue-based curriculum, empower teachers and reshape culture are explicated.
