- Abstract
The question of why people do and do not respond to mail questionnaires never ceases to be fascinating and perplexing to those who use this instrument of research. Such fascination is especially intense for those who send out a questionnaire for the first time. On the one hand, they have read that many, perhaps even most, of the recipients of their questionnaire will not return it. On the other hand, they start with the naive conviction that their survey is of such importance that no one could resist responding to it. All the circumstances surrounding the author's first questionnaire seemed to make for a maximum return rate. It dealt with an issue of national, even international, importance, foreign aid. It was mailed under the letterhead of a prestigious institution, The Center of International Studies, Woodrow Wilson Hall, Princeton University. It was sent to persons of considerable education and responsibility, national leaders in all walks of life.
