- Abstract
The activities and the necessity of the the local governments, next to the biggest and the most important part, namely the central government, in the public government system, usually surpass those of the central government due to social problems, demands and expectations on local levels. These institutions, which are founded to respond to the local requirements and are responsible to their local public, have some duties such as setting up urban infrastructure, information systems, providing education, health, cultural facilities, improving economy, additionally providing social services such as opening protection houses for women and children, support for handicapped, elderly, and impoverished people. Local governments should be more functional in the cases, from which their people suffer and which are more prominent in metropolitan areas, such as begging, drug addiction, homeless children and juvenile delinquency, which disturb the well-being of the society and have adverse effects on the other. This work focusses on the interaction of the local governments with the other institutions on prevention of juvenile delinquency. Also, the relationship between the juvenile delinquency and the local governments, the effects of other social institutions, the designation and the application of feasible politics are considered.
