- Abstract
This article presents two views on industrial relations behavior. The first opinion states that the system of communications within a management organization or within a union is the more fruitful analytical framework in which to explain the behavior of these organizations. It contends that the framework involves the interaction of union and management organizations in an economic, technological and social context. The second view states that some people see in the human relations approach a means of laying a scientific foundation for the field of industrial relations.
