- Abstract
The Circle of Justice as the sunni political thought's succinct statement of government assumes that strong state and developed society are products of just ruling. Although the just ruling is the basis of the state, it is not an independent variable. The just ruling is a dependent variable in the sense that it depends on virtue of the governor in sunni political thought. This study, by using al-Ghazali's political thought as an example, argues that while the strong state and the developed society are products of the just ruling, the just ruling is a product of the virtuous political leader, for the virtuous statesman tends to rule justly due to his virtuous disposition and the vicious leader tends to rule unjustly just because of his unvirtuous disposition.
