- Abstract
This article investigates the reasons for the observed decline in pension plan coverage and participation rates in the U.S. between 1979 and 1988. These rates fell primarily as a result of unexplained changes, which may be related to the increasing costs of regulation, reductions in marginal tax rates, or a restructuring of industry. These factors may have ramifications for retirement income provision in the future. The article first reviews findings from studies that have investigated the determinants of pension coverage. Data from three Current Population Survey pension supplements are then used to investigate shifts in coverage between 1979 and 1983. Next, the method used to measure the factors leading to changes in participation and coverage is described. Also presented are findings on the degree to which participation and coverage shifts can be explained by changes in the workforce and workplace characteristics according to several different definitions of participation and coverage. Finally, conclusions and directions for future research are presented.
