- Abstract
The article offers information on the garment industry in San Francisco, California in the early 2000s. It is noted that Wins garment workers called on Chinese Department of Labor Secretary Elaine Chao during her 2001 visit to San Francisco to demand that the government support the Wins workers in getting back the wages the company owes them. Operating owners of Wins are Toha "Jimmy" Quan and his wife, Anna Wong. Wins manufactured clothing for Sears, Wal-Mart, Kmart, J.C. Penney, and the U.S. Army and Air Force.
