- Abstract
The article looks into the importance of the Commander's Emergency Response Program (CERP) to the humanitarian assistance missions of the U.S. Department of Defense. The U.S. Congress employs annual authorization acts to sustain the operational value of the CERP to field commanders in Iraq as well as in Afghanistan. The National Defense Authorization Act of 2010 has made it possible for the Secretary of Defense to appropriate a 1.3 billion U.S. dollars for the missions in Iraq. A list of projects wherein the CERP funds may be used is presented.
