The article argues that criminalization is not effective and proposes a framework that prioritizes comprehensive care and collaboration between government agencies. It also highlights the success of Houston's Housing First program in reducing homelessness and improving health outcomes. Overall, the article emphasizes the need for a shift in perspective and collaboration to address homelessness effectively.
