- Abstract
In politics and law, sovereignty is afoundational concept "that can only be properly understoodas, at one and the same time, both an idea of supremeauthority in the state, and an idea of political and legalindependence of geographically separated states."[7] As thecase of Turkey suggests, these are two ideas of sovereignty,but they are not separate.
