- Abstract
Reducing the transfer of teachers from primary and secondary schools and strictly regulating teacher secondment behaviors are important measures to implement the central government's advice on reducing teachers' burdens. However, in the process of policy implementation, there exists problems of “the repeated teacher secondment and the difficulty to carry out norms". The internal reason is mainly due to the lack of legitimacy of the secondment system, which leads to the lack of the stable legal positioning of the secondment. The power mechanism from top to bottom makes the secondment ignore the interests and demands of individuals, while the emergency deployment of personnel makes the secondment lack of standardized operating procedures. Therefore, the governance logic of the secondment should be changed from zero clearing to standardization. In the legal dimension, the legitimacy of the employment mode should be confirmed, in the consensual dimension, the individual consent of workers should be emphasized, and in the compliance dimension, the policy practice of the teacher secondment should be standardized as a whole with the principles of less influence, proper aim, proper procedure and necessary management.
