- Abstract
The article focuses on the case of Centene Plaza Redevelopment Corp. vs. Mint Properties on the alleged "blighted" area in Clayton, Missouri. The plaintiff is a redevelopment corporation, while the defendant is a group of property owners in Clayton. The Missouri Supreme Court held that an area was blighted only if supported by evidence that the area was a menace injurious to the public health, safety, morals, and welfare, thereby, in the court's opinion, the claims of both parties failed this standard because Centene presented no evidence of social liability.
