- Abstract
The article focuses on racial and ethnicity issues in public schools in Jerusalem. The 50th anniversary of the U.S. Supreme Court case Brown v. Board of Education has revolved around racial segregation in American schools. However, educational segregation is not limited to the U.S. It is also evident in Israel, where a deep educational segregation exists within and outside of the Jewish community. The root of educational segregation between Jews and Arabs and the segregation within the Jewish community is discussed. Charles Tiebout, an author, has written an article in 1956 asserting that local governments should be allowed to provide public services in their jurisdictions. The Tiebout model regarding educational segregation is presented. The application of the Brown case is evaluated.
