- Abstract
The article offers information on a connection between office development and land development in Boston, Massachusetts, using linkage city ordinances and traditional land development exactions analysis. The analysis reveals that office development in the city is responsible for attracting new-resident employees who seek housing. A provision of the Boston Zoning Code mandates that any developer of office building is required to construct low- and moderate-income housing or to contribute to a housing trust funds. The true incidence of the linkage obligation is the ultimate allocation of the burden.
