- Abstract
The author comments on divergent views about deep seabed mining issues arising from the Third United Nations Convention on the Law of the Sea (UNCLOS III). He notes that government subsidies are required to perform deep seabed mining based on the assumptions of Bureau of the First Committee member John Bailey and Ambassador James L. Malone of the U.S. He tackles the involvement of the Preparatory Commission in seabed mining issues. He notes that the assumption of Bailey that he can encourage many industrial states to ratify the treaty is untested.
