- Abstract
The article focuses on the apportionment of the U.S. House legislative seats among the states, and discusses the impact of the census of 1950 on apportionment. According to it, the formation of election districts in states for equitable and fair representation must be done according to traditional standards and legal requirements. It reports that the U.S. president Harry S. Truman and the Committee on Congressional Reapportionment of the American Political Science Association have called for reinstatement of legal requirement of territorial unit as an electoral district. It presents an analysis of apportioning in 48 U.S. states according to districts.
