- Title
THE TREATMENT OF YOUNG OFFENDERS IN CONTINENTAL EUROPE.
- Authors
LEMKIN, RAPHAEL
- Abstract
The article discusses two school of thoughts about the treatment of young offenders in Europe. One, the classical school asserts that the fear of being imprisoned again is the best means to prevent him from repeating the crime. On the other hand, the other, the sociological school, holds that the commission of an offense agaist society is due to corrupt surroundings, psychological disorders and lack of discernment or will power in the offender himself. However, both schools want to achieve the same schools. It states that in most European countries, only such youths were subjected to subjective corrective educational measures. It also presents information on the statutory age, tribunals and authorities and relevancy of the offender's background.
