- Abstract
The European Union decided to designate 2013 as the European Year of Citizens, with an aim to raise awareness of Union citizens about their guaranteed rights and benefits from exercising these rights. The concept of the EU citizenship was introduced in order to create a link between the citizens of the Member States and the Union, promoting and deepening the sense of identity with the Union. The EU can develop and prosper if citizens are informed about the impact of the EU policies and EU decision-making on their life and if they are actively involved in actions that EU undertake. The EU places the individual at the heart of its activities, by establishing the citizenship of the Union and by creating an area of freedom, security and justice. It is very important to make EU citizenship more effective in practice. Raising citizens' awareness about their rights and the means to exercise them is necessary precondition in order to use the opportunities they offer in their everyday life.
