- Abstract
In this text, we will try to establish a revision of the concept of "legitimacy" in the philosophical-political literature by relating it to the modus procedendi of the current government of the State of Rio de Janeiro, in the face of the political and economic crisis, specifically in relation to the State University of Rio de Janeiro - UERJ. It is that the degree of radicalism reached by the aforementioned crisis is putting at risk the future of the University, and with it, consequently, one of the richest habitats of intellectual production of the State. The prospect of evasion of highly qualified staff, who begin to consider the possibility of insertion in different national and international institutions is increasingly real. Therefore, it is not possible to disregard the fact that the fragmentation of UERJ in the medium and long term brings to the fore the discussion about the legitimacy of a government that, surrounded by innumerable reports of corruption (which keeps it distant from a considered republican form) and poor public management, disrespects and destroys the institution's history, assets (material and intangible). In this context, the guiding question is: is it possible, within the constitutional configuration of the Democratic State of Law, for a government to question the existence of the state's main knowledge production institution, a natural locus for construction In a critical and reflexive way of thinking, and yet maintain the conditions of legitimacy to exercise power?
