- Abstract
This article studies the problem of creating a market economy and democratic polity simultaneously in a post-Communist state. Kni&zcedil;ni Velkoobchod (KV), the state book wholesaler based on Prague, privatised by public tender in 1922. On January 24, 1992 the Ministry of Culture recommended that Telegraf's project be accepted on the condition that it be revised, with the inclusion of a revaluation of KV, a solution to the problem of unsold stocks and a clearer definition of the business goal. Accordingly, on June 16, 1992 the Economic Council of the Czech Government recommended the sale of KV to Telegraf sro, and the next day the Czech Government approved the project. The insertion of Telegraf Praha into the approved project for KV was not the only manipulation of the project. The Supreme Control Office found that numerous alterations to the project had been carried out between the approval of the project, and the signing of the final buying contract on October 10, 1992. Finally, the price to be paid for KV by various changes in accounting procedures, to a final price of 23 m.
