- Abstract
The article presents a response by Kenneth J. Meir and Michael J. Licaro to Mark Showalter's analysis of the effectiveness of state versus federal taxes on cigarette consumption and sales in the U.S. Meir and Licaro explains that in their own analysis of the tax structure, which disregarded the 1983 tax regime, the actual incidence of cigarette taxes is readily reflected. Both authors also criticized Showalter for not showing that their own analysis of the superiority of federal taxes over state taxes is incomplete.
