- Abstract
The article discusses the issues on the attempt to allow state governments to formulate their own effective renewable energy policy in the U.S. It focuses on the debate whether it is wise to authorize states to form their energy policy with the aid of proven approaches as critical components of policy formation. It also examines the importance of renewable power, the role of the U.S. Congress in policy formation, and the relevance of the Public Utility Regulatory Act of 1978. The article also introduces a formula which can help maximize the development of renewable power.
