- Abstract
The article focuses on the implementation of the Human Rights Act 2004 (HR Act), the first legislative Charter of Rights in Australia, that took effect on July 1, 2004. It says that HR Act promotes human rights, which is limited to civil and political rights under the International Covenant on Civil and Political Rights, through five mechanisms including the interpretation of laws. It adds that HR Act ensures the consideration of human rights concerns in the creation of new laws.
