- Abstract
The article reports on the manner in which the city of Chicago diverted millions in taxes allotted for Chicago public schools to upscale real estate interests in some rich neighborhoods using tax increment financing (TIF). It provides a general overview and criticism of (TIF) as a financing method. It also examines the impact of TIFs on poor children of color in majority-minority Chicago neighborhoods.
