- Abstract
The acquisition process of military equipment, technology, material and related services (METMS) is often accompanied by doubts about the economy of the purchase. For this reason, on the one hand, there are delays in the implementation of strategic investments, and on the other hand, there are risks of criminal prosecution of the persons involved. At the same time, the absence of the ability to objectively assess the effectiveness of the entire investment is felt. As a result of the existence of this gap, the project "Znalec" (Expert Witness) was created as a part of the Defense Research Program with the aim of assessing the possibility of creating an expert institute, which could be a professional workplace with the ability to provide an objective view of the value of acquired METMS, create an expert standard for evaluating METMS and design a system of training relevant experts. This paper deals with the first of the goals of the project, when, based on a thorough analysis, it presents a proposal for the parameters of the expert institute, the primary goal of which is to ensure an independent evaluation of the METMS.
