Abstract
The article reports on the decision of the Malaysian government to delay the operation of a new rare earth refinery until the development of a long-term waste management plan. It notes that the Bukit Merah facility, which closed in 1992, has affected public trust for rare earth refining in the country. Information on the International Atomic Energy Agency's safety recommendations for the plant is provided.
