- Abstract
In the new era and new journey, the Yellow River Basin has been entrusted with a new era development mission, that is, the Chinese-Style to modernization of the basin. The essential connotation is the coupling and coordination of high-quality development and ecological protection of the Yellow River Basin. Coupled and coordinated development is a fundamental adherence to the concept of green development, and a Chinese style innovation of “pessimism" and "cost theory" on the relationship between economic development and resources and environment, following the Chinese style EKC curve. The construction of a modern governance system is a prerequisite and guarantee for the coupling and coordination of high-quality development and ecological protection in the Yellow River Basin. Based on the three-dimensional analysis framework of “conditions-process-results", the construction of a modern governance system for the Yellow River Basin includes four dimensions of governance objectives, governance models, governance momentum, and governance effectiveness. Under the goal of watershed governance, the core of the Yellow River Basin governance model is “watershed collaborative governance", which includes subject collaboration, interest collaboration, market collaboration, ecological collaboration, social collaboration, cultural collaboration, and infrastructure collaboration. The promotion path for the coupling and coordination of high-quality development and ecological protection in the Yellow River Basin under the modern governance system lies in forming the concept of basin modernization development, constructing a multi-dimensional support system for the basin, constructing a modern economic system for the basin, and achieving parallel basin modernization.
