- Abstract
The article presents information on the impact of economic downturns in the U.S. and the declaration of financial exigency by the colleges. The alternatives options available for the colleges and universities, the institutional bond ratings and the need of amendment in the federal labor law influencing the colleges are discussed. A comparative study is also conducted between the recessions of 1973-1975 and 2007-2009.
