- Abstract
This paper attempted to verify whether ethno-racial self-declaration heteroidentification committees, implemented in the Brazilian federal universities as one of the mechanisms for a new and innovative public policy's - the quota system - oversight and/or social control, have been effective against fraud and/or attempted fraud in ethno-racial subquotas allotted to Black, Brown and Indigenous students in those universities' undergraduate courses, as determined by Law 12,711/2012. To conduct this study, a distinction was established between ethno-racial self-declaration verification and validation committees, and data and/or results from certain federal universities' heteroidentification committees were presented. The conclusion was that these committees are effective not only for preventing fraud, but for inhibiting attempts at fraud.
