The article examines the water rights of Indian allottees in the former Malheur Indian reservation, particularly their right to use water for agriculture and development. Also cited are a brief summary of Indian water rights law in the U.S., the rights' application on land allotments, and the ruling of the Supreme Court establishing Indian reservations in the case 'Winters v. U.S.'
