- Abstract
Smart destinations are destinations capable of bringing more innovation, competitivity, life quality improvement and touristic experience in a territory. For this benefits to happend, It is necessary that the place receive investments mainly in the areas of sustainability and information tecnology and comunication. Besides that, companies, residentes and local governance must be engaged on the process of transformation of smart destination. In 2011, the energy company Ampla/Enel started the Búzios Intelligent City Project. Because of this project and also because it is an internationally known tourist destination, Búzios is a destination with the potential to become intelligent. In 2016 the project was closed and Búzios did not become intelligent for some reasons, such as lack of involvement of local actors and changes in the municipality's government. From this context, this research sought to identify how tourism governance can favor a tourist destination to become intelligent. Besides the bibliographical research, It was made research on documents about the Búzios Intelligent City Project, minutes of meetings of the Búzios Municipal Tourism Council, internal regulations and interviews with people related to this council. It was possible to identify that Búzios has an active and relevant tourism council for the municipality, as it seeks to solve problems and reduce negative impacts on the city. However, the public and private sectors have diverging interests in some aspects, which makes joint decision-making difficult.
