- Abstract
The article presents a report which is prepared for Canada Department of External Affairs and Ministry of International Trade concerning the investigation clarifying E. Herbert Norman's allegiance to Canada and his relationship with the Soviet Union. The report answers all the allegations thrown to Norman, which include if he was a spy, a Soviet agent of influence or if he was a Marxist, a Communist and a Soviet symphathiser. It was stated that Norman is a Soviet sympathiser and a Marxist, and his emancipation from communism was gradual. The allegations concerning the reason of his suicide are also cited.
