- Abstract
Zones of state failure feature complex informal systems of security and local governance and are better understood as contested rather than ungoverned spaces. As the Somalia case demonstrates, this can be a very challenging environment for outside actors to understand and operate in as they pursue their own security concerns. Risk management strategies dominate local decision-making and can result in patterns of collusion, commoditization of security, and reliance on communal forms of protection and governance that work against efforts to build the formal security sector and state-based rule of law.
