- Abstract
This article discusses Japan’s increasing international cooperation with NATO and evaluates its impact on Japan’s National Security Strategy (NSS) paper. The content and definition of the right to self-defense have been on the political agenda since 1956, when Prime Minister Ichiro Hatoyama (1954-1956) determined that bombing enemy bases in the event of an attack could be justified on the basis of the right to self-defense, despite the country’s constitution waiving the right to wage war. The fact that Hatoyama responded to the question of how Japan would act in the event of a missile attack in the near future by saying, “I can not believe that the spirit of the constitution requires us just to sit and wait to die” is today the essential preliminary argument for accessing to counterstrike capability. In a practical response to Hatoyama’s emphasis 66 years later, in December 2022 the ruling Liberal Democratic Party (LDP) and Komeito members executed 2022 NSS documents including counterstrike capability. Before his death, Abe underlined the need for NATO spirit in Japan and possible areas of cooperation. While reading about NATO-Japan relations, it has been seen that questions on the level of Industrial Cooperation, the matter of geographical distance, the method of military cooperation, and the primary motivation of the partnership are the main topics of the table. The most important determinants of NATO-Japan relations are the US-Japan alliance and the Japanese constitution. While the US-Japan partnership continues to be stronger and closer, Japan is also working on constitutional revision.
