- Abstract
Without showing the in-depth causes for population exodus, governments include the migratory theme on the political agenda but not on that of development; consideration of migrant persons and workers seems limited to political-electoral and commercial use, and in most cases, to the productive use of financial remittances. The State of Mexico is fourth among entities that send out international migrants and third in receiving family remittances within the Mexico-United States migration framework. This study explores the situation maintained by the Mexican government-migration relationship. In addition to a general review of other government actions in the State, operational data from the Citizen Initiative Program 3 x 1 for migrants (Secretary of Social Development) from 2002 to 2007 is presented emphasizing the weak participation of migrant organizations in this federal social program.
