European integration did not come from void, nor was the social regulation in a supranational level an absolute innovation in that time. When the Treaties of Rome were signed, several preceding international documents had engaged the regulation of social policy. Since the ECSC Treaty to the Spaak Report, this subject is analyzed through them, looking for precedents of what would become the sapling of EC social policy.
