- Abstract
Considerable research attention has focused on merit-based pay systems as a component of governmental reform endeavors, stimulant mechanisms in public sector institutions, and the function of pay for performance schemes. The theory that I shall seek to elaborate here puts considerable emphasis on the employment of performance-related pay in the public sector, the effect, strength, and significance for money of performance-related pay systems in the public administration, and procedures that tend to generate intrinsic incentive in workers and can reflect the work operation adequately. This research makes conceptual and methodological contributions to public sector financial stimulants, the strikingness of intrinsic incentives and organizational determinants in stimulating separate employee conduct, the strength of pay-for-performance goals in the public administration, and performance assessment systems of public service institutions.
