- Abstract
The article calls on the U.S. federal government to enhance the power of the Food and Drug Administration (FDA) to regulate cosmetics through an amendment to the Federal Food, Drug, and Cosmetic Act of 1938 (FDCA). It examines the debacle involving a hair cleansing conditioner called WEN that caused significant hair loss and exemplified the deficiency of the current system. It also discusses the Personal Care Products Safety Act and the European Union's approach to cosmetic regulation.
