- Abstract
The article focuses on legal rights related to Fourth Amendment of the U.S. Constitution and states that special needs search programs at public places by police and other law enforcement agencies is an effective tool for the prevention of terrorist attacks, as suggested by counterterrorism experts. It further discusses law related to the search programs and discusses deacons of the U.S. Supreme Court related to drug-testing of railroad employees and student athletes.
