The article analyzes the link between human rights and human development. The linking of declarations on the right to development with the improvement of human rights is discussed. The ambiguity and complexity of the term "development" is mentioned, noting that it is not always compatible with human rights. The need for legitimate and justified development that effectively expands economic and social rights for a population is expressed.
