- Abstract
This essay discusses repressive government policies against gypsy and cannibal groups in pre-modern Spanish society. It is suggested that the marginalization of these peoples was the result of an attempt to homogenize Spanish society. Italian political philosopher Giorgio Agamben's works "Homer Sacer" and "The Open," which study political actions that exclude people from society, are also analyzed.
