- Abstract
This article aims to provide information on public policy as the Institutional Food Market in this study represented by the Food Purchase Program (EAP). The main objective of the EAP is to ensure access to food in quantity, quality and regularity necessary for populations in situations of food and nutrition insecurity and promote social inclusion in rural areas through the strengthening of family farming, allowing the purchase, dispensing with competitive bidding, food of Family Farmers. The EAP provides food to the population in food insecure and brings up the discussion of food and nutrition security, contributing to the recognition of family farming. Family farming has been gaining more expression with the creation of the National Program for Strengthening Family Agriculture (PRONAF) in 1996, but until then, had remained on the sidelines of the actions of the state. From a design inter-sectoral food and nutrition security, the EAP integrates the demands of access to food needs of the market for the products of family farming. The Program purchases food from farmers (with waiver of bidding) and passes them to public programs and social organizations that serve people with limited access to food or food at risk.
