The Commissioner argued, "The only thing more expensive than good health care is no health care"[5] and that covering all services would support efficiency. Neoliberalism in Action: The Profitization of Health Care During the North American Free Trade Agreement (NAFTA) discussions that took place at the peak of neoliberalism's global spread in the 1990s, Canadian health care was described as an unopened oyster ready for profit-making, just as other opportunities for investment were declining for international corporations.
