- Abstract
The article discusses whether noncitizens, who sustain an injury outside the U.S. territory, can sue in U.S. courts. It also discusses the legal requirements for bringing an excessive force claim referring to the U.S. Supreme Court case Bivens v. Six Unknown Named Agents of Federal Bureau of Narcotics. Topics include extraterritorial application of the U.S. Constitution, judicial redress provided by international agreements, and civil rights violations by the U.S. Border Patrol agents.
