- Abstract
The article examines the National Popular Vote (NPV) legislation and its impact on the presidential election process in the U.S. The election of the president through the electoral college is mandated by Article II of the U.S. Constitution. The electoral college is composed of electors appointed by each state and the District of Columbia. Under the NPV legislation, a state-based mechanism is proposed to achieve direct popular election of the president.
