- Abstract
The article discusses the need of science and technology (S&T) policy in developing the national and state science and innovation policies and programs in the U.S. The government role in science and innovation extends far beyond research and development (R&D) funding. It is stated that without clear definition expected and initial agreements on what S&T programs are designed to achieve, current reviews of federal S&T undertakings, whether by Office of Management and Budget (OMB) or a congressional committee, are unavoidably subjective. Furthermore, the success of the current initiative for a science of science policy will depend less on having more pieces of data than on how well the pieces are put together.
