- Abstract
This article aims to present the fiscal measures of local governments in response to the economic effects of COVID-19, developing reflections in the different contexts of Mexico and Brazil. For this, qualitative research was carried out, based on open data from the government of Brazil. and Mexico, with 58 states being evaluated, being 27 Brazilian states and 31 Mexican states. The information was collected and analyzed using the Iramuteq 2.0 software. The results showed that in both countries the states adopted different measures in response to the impacts of COVID-19, in which Mexico stands out that adopted: vehicle tax extensions and negotiation measures, 100% discount on the vehicle tax in the purchase of used vehicles, reduction of the lodging tax for tourist states, exemption of 100% from the housing tax and incentives for the payment of expenses with workers. In Brazil, several tax incentive measures were adopted between the states, such as: tax exemptions, extensions and installment payments for all taxes. The research allows discussing strategies aimed at identifying the measures adopted by the countries' state governments, with the limitation of adopting the necessary instruments to discuss the recovery of local economies and public finances.
