- Abstract
From the end of World War I, promotion of democracy and pacifism were complementary aims of U.S. foreign policy; however in the 1930s, due to the economic depression and the breakdown of the international order, for the majority of the American people, the Congress and The Roosevelt Government it became a conflict between defense of democracy and pacifism. This article explores the conflict as demonstrated by U.S. neutrality in the Spanish Civil War, which more than any other international scenario evinced the failure of Roosevelt's foreign policy in guaranteeing U.S. national security and peace and democracy in the world.
