- Abstract
The article discusses the by-laws and regulations that can change social behaviour and have an immediate impact on safety and security in South Africa. It states that the country conducted an approach that can prevent crime in which they make the South African Police Service (SAPS) as the lead agency in coordinating inter-departmental crime prevention efforts and that other agencies such Social Development and Health and Housing may be able to contribute to change the social conditions that generate crime. It also provides an overview of the present operational strategy of the police called the National Crime Combating Strategy (NCCS) to stabilise the country's escalating crime levels.
