The article discusses the changing definition of learning disabilities and conflicting issues in legislation that affects learning disabled students in the U.S. It was stated that the definition of learning disabilities under the Americans with Disabilities Act and the Individuals with Disabilities Education Improvement Act has moved toward an average person standard for a decade.
